Diamond Pearl Development & Marketing Corporation was registered with the Securities and Exchange Commission in 1994. It has since gained more than twenty years of valuable and still growing experience in marketing, sales, construction, security services and manning, dealing with both the government and the private sector.

Diamond Pearl has significant market presence for military aircraft and sea vessels, heavy equipment and machineries. It co-ventured with affiliate company (now sister company) Chille Enterprises, Inc. as Philippine representative of Standard Aero LTD of Canada to supply Allison T56/501 turboprop engines and Hamilton standard propellers, and as representative of Marshall of Cambridge Aerospace LTD of the U.K. to supply in-country maintenance services, all for the C-130 and L-100 transport aircrafts of the Philippine Air Force (PAF). The company also worked with Chille to supply Dart Engines from Rolls Royce PLC of Scotland for the PAF’s F-27 aircrafts.

Diamond Pearl likewise has manufacturer’s representation authorities from International Elevator & Equipment, Inc. of Mitsubishi in Japan, SKD, a. s. of the Czech Republic, McGunn Safe Co., and SRECO Dredging Heavy Equipment, among others. Through sister company Acacia Technology Corporation as representative of Wescam, Inc. of Canada, it supplied Wescam Flir and Video sensors for rotary wing search and rescue aircraft of the PAF. Said representation extends to Wescam’s 16DS-A/16DS-M surveillance systems, operator station equipment, aircraft interface and support equipment. Again with Acacia as representative of Kongsberg Gruppen ASA Aerospace of Norway, it is marketing Penguin Missile Systems to the PAF and the Philippine Navy (PN).

At present, manufacturer representation from Hanfa Group of China gave their distributorship to Diamond Pearl for the supply of drilling rigs to National Irrigation Administration and Department of Agriculture.

Since the company is supplying Marine Spareparts for Watercrafts to the Maritime Command, Philippine National Police, the Police suggested for Diamond Pearl to offer a patrol and fireboats. At present, the company is the exclusive distributor of Metalcraft Marine of Canada to the Philippines, particularly the fireboats for the Bureau of Fire.

The versatility of its supply projects is further exemplified by the supply of OV-10 engines and periodic maintenance services for C-130 aircraft to the PAF, dredging equipment to the Department of Public Works and Highways, time delay vault door and components to the Philippine Postal Savings Bank, and spare parts for escalators and elevators to the MRT-3 depot of the Department of Transportation.

Diamond Pearl’s business is supplemented by its general construction and security and manpower services ventures. It has completed vertical and horizontal projects, such as buildings, highways, roads, airfields, piers, railroads the Philippine Air Force, and different local government units. Diamond Pearl’s success is essentially anchored on the profile of its principal officers. General Arnulfo G. Acedera, Jr. (Former Commanding General of PAF & Former Chief of Staff) is Chairman of the Board, while PAF Colonel Wilfredo S. dela Cruz (Ret.) is President and Chief Executive Officer. Joining them at the company’s helm are Vice President and Chief Operations Officer Ms. Elizabeth C. Velasco, Treasurer Marlo dela Cruz, and Corporate Secretary Wilfredo P. dela Cruz Jr.. Among its consultants is Admiral Louie Fernandez (Ret.), at one time Flag Officer in Command of the Philippine Navy.

Chairman Gen. Acedera (Ret.) lends his reputation and experience as former PAF Commanding General (1995-1996), and eventual Chief of Staff of the Armed Forces of the Philippines (AFP) (1996-1998). He has maintained strong rapport with the Philippine military, having previously served as 1st Air Division Commander, and Wing Commander successively of the 710th Special Operations Wing, 250th Presidential Airlift Wing, and 205th Tactical Operations Wing. A Philippine Military Academy graduate (1963) and son of an air force officer, he was once Vice President of the Philippine Aerospace Development Corporation. His deep understanding of the needs of the military is a result of his extensive PAF/AFP tenure, and ISAFP counter-intelligence training. He also went to CSIRO at Australia for a Cloud Physics and Seeding course, and to NASA in the USA for a Photogrammetry and Operational Remote Sensing course. He is qualified to fly the C-130, Jetstar, Lear Jet, Merlin III, Fokker F-28 and B-737.

As President and CEO, Col. Dela Cruz (Ret.) is a complementing partner to the General. His stint in the military as former Commander 805 Quick Reaction Squadron Avsecom and Commander of the Closed Air Support Force and the 622nd Composite Tactical Squadron, both at Davao Air Base, Davao City, and Wing/Base Provost Marshal of the 521st Air Police Squadron at Villamor Air Base, created network values that still opens doors for Diamond Pearl. The well-directed course of the company is a reflection of his leadership as former Director for Intelligence of the 55th Air Logistics Division at Villamor Air Base, and Director for Intelligence later Commander of the Special Weapons and Tactics (SWAT) of the Aviation Security Command at the Manila International Airport. He is concurrent Board Chairman and President of Redbird Security Agency and Services, Inc.; Board Chairman and President of Western Pacific Insurance Agency, Inc.; and Vice President and Treasurer of Bergman International Group of Companies.

Vice President and COO Ms. Elizabeth Velasco weighs in with great value from her aggressive marketing and sales experience that has spanned decades. She started in sales with Aboitiz & Company in the 70’s, later headed military sales of Sygma Sales International of the Israeli military industry towards the 80’s, and then Sales Manager of United Transaction Corporation (UTC) in the mid-80’s. She led UTC’s project to arm 17 of the PAF’s Sikorskys with .50 caliber and 7.62 mm. gunpods from Fabrique Nacionale of Belgium. She became Marketing Manager of WJY & Company towards the 90’s, and moved to manage Sales for Great Parr International, Inc./Kingsway Development Corporation towards the turn of the century. Among her PAF projects at Great Parr were the supply of reparables for C-130 aircrafts and T-53 engine parts, all from National Airmotive Corporation of the USA, the supply of airframe parts and avionics for the C-130 from Boeing’s Aviall Corporation, and the supply of airframe parts for Bel 205 and 214 McDonnell Douglas helicopters from International Helicopter Parts, Inc. of the USA. Recognizing her positive work skills, then Ilocos Congressman Roque Ablan engaged her as Project Coordinator from 2002 to 2010. Presently, she leads military supply projects for Diamond Pearl. She is also President and Sales Manager of Tramat Mercantile, Inc., likewise a leading supplier of machineries to various government departments, offices and agencies.
